Holmes Mine Rescue Association

About the HMRA

On June 6, 2013, in Virginia Beach, Virginia, the members of the Joseph A. Holmes Safety Association (JAHSA), overwhelmingly approved a constitutional amendment and changes to their by-laws to create a mine rescue organization within the JAHSA: the Holmes Mine Rescue Association (HMRA). This action reestablished mine rescue as an important function within the JAHSA, as it was at the Association’s 1916 founding.

The Mine Safety and Health Administration (MSHA) was instrumental in demonstrating the need for a mine rescue component especially in light of more recent mine tragedies. At three mine rescue summits and several other events held with the mine rescue community on mine emergency response gaps, MSHA discussed the need for a national mine rescue structure to address many mine emergency response issues. The re-establishment of mine rescue within the JAHSA was the preferred solution by the community.
